Born in 1969, Louis-Roch Burgard is a graduate of Sciences-Po Paris and of the European School of Management (ESCP-EAP) of Paris. In 1996 he entered the ENA (National School of Administration) and in 1998 joined the Inspection Générale des Finances, French auditing department of the Treasury.

He was first appointed Director in VINCI’s senior management in 2002 before joining VINCI Energies as manager of the nuclear division in 2003 and became in 2004 Managing Director of VINCI Energies Sud-Ouest.

In May 2008 he was appointed Chief Executive Officer of VINCI Concessions, becoming a member of VINCI’s Executive Committee.
